Low CTR is four different problems.

Only two of them are actually about click-through rate. Rewriting titles fixes one.

Sort your low-CTR queries into these four before you touch a single title

1. Brand underperformance

You're not position 1 for your own name. It's routinely the largest single gap on a site, and nobody checks because everyone assumes they own their brand. Filter Search Console to your name and look.

2. Answer extraction

Position 1–3 with CTR under 2%. Google printed the answer on the results page, so nobody needs to click. A better title won't help. Something they can't get from the snippet will — a calculator, a spec sheet, a download.

3. Wrong audience

Good position, almost no clicks, because the searcher wants something you don't sell — consumers landing on a B2B page. Not recoverable. Exclude it from the math and say so.

4. Not actually a CTR problem

Position 15+ with huge impressions. Nobody clicks page two. That's a ranking problem wearing a CTR costume.

Two of these four you can fix with copy. Figure out which two you have first.
